Pre-construction is the quietest part of a builder and the part that determines whether the next two years are profitable. A tower is largely won or lost before a single pile is drilled — in the accuracy of the estimate, the intelligence of the bid, and the design decisions taken during ECI.
These candidates are harder to find than site staff because there are fewer of them, they are rarely visible, and the good ones are attached to a pipeline they believe in. Moving them requires a credible story about the work you are chasing, not a salary uplift.
We assess on win rate and margin held, not on how many submissions someone has produced.
What each appointment actually carries
Pre-Construction Manager
Leads the whole front end — bid selection, estimating, design management and ECI negotiation — and hands a deliverable project to the delivery team.

Estimating Manager
Owns the estimating function and the numbers that go out the door. Subcontractor coverage, rate integrity and the final tender adjudication.
$230k – $300k package
Senior Estimator
Prices high-rise residential from first principles — structure, facade, services interfaces — and defends the estimate at adjudication.
$170k – $220k package
Design Manager
Runs the consultant team through design development and documentation, resolving buildability and cost before it reaches site.

Tenders submitted against tenders won, and whether the projects they priced finished on budget.

First-principles capability on structure and facade versus reliance on subcontractor pricing alone.

Experience converting an early contractor involvement engagement into a signed contract at a defensible margin.
Design coordination
How they resolve buildability issues with architects and engineers before documentation is locked.
As South East Queensland's pipeline has grown, builders have moved from reactive tendering to selective bidding, and pre-construction headcount has grown with it. Estimators with genuine high-rise residential depth remain the hardest single discipline to source in the state.
